CARL Assessments

State of Florida

There are three primary types
of CARL assessments:

  • Cultural Resource
  • Impact
  • Damage.

    Cultural Resource Assessments

    1. Visit property and conduct fieldwork outlined in the plan of work.

    2. Respond to any threats or emergencies.

    3. Coordinate any law enforcement needs with Bureau Chief and Archaeology Supervisor.

    4. Coordinate with BHP architects if any structures or other built environment exists.

    5. If necessary, revise plan of work for additional visits and submit for BAR review.

    6. Show managers all sites and indicate problems concerning site protection; provide them with Best Management Practices and other publications, copy of Chapters 267 and 872, F.S., and lease language regarding the Division of Historical Resources and cultural resources.

    7. Recommend CRM training by DHR.

    8. Conduct artifact analysis. For purposes of reporting, artifact analysis will focus on limited analysis. Explain this methodology in the report, including where artifacts are curated.

    9. Prepare report that will include (in accordance with Rule 1A-46, F.A.C.):

      · Project proposal
      · Brief overview of the prehistory, history, and previous research of an area
      · Methodology
      · Site descriptions and completed site file forms
      · Evaluation and advice on any state-owned collections
      · Evaluation and advice on interpretation needs
      · Management and research recommendations, which minimally include a management "to do list" and recommendations for additional work necessary to determine significance and NR eligibility

    10. Submit report for BAR review

    11. Upon BAR approval, provide report copies to the property manager, Florida Master Site File, DHR CARL file, and others as appropriate.

    12. After report is complete, follow up (as appropriate) on informant, manager, and other leads for unrecorded sites (CARL staff to do list).

    13. Establish a schedule for specific and periodic follow up with manager.

    Conduct Impact Assessments

    CARL archaeologists represent DHR and the state-owned resources, not the land managing agency. Consequently, assessment will be carried out using best management practices for the resource.

    1. Conduct impact assessment work only after coordinating with state lands staff in BHP Review and Compliance.

    2. Review and Compliance advise land managing agency on type and level of archaeological investigation.

    3. Review and Compliance state lands staff, BAR Archaeology Supervisor, and CARL Supervisor decide whether the impact assessment is a CARL responsibility.

    4. CARL archaeologists and Review and Compliance prepare scope of work and submit copy to BAR Archaeology Supervisor and land manager to be sure all understand responsibilities and scope before fieldwork takes place.

    5. CARL archaeologists conduct field investigation. Results of work or agency recommendations will not be shared with the land manager.

    6. CARL archaeologists prepare report and advise Review and Compliance on findings and recommendations.

    7. Review and Compliance notify land manager of Chapter 267, F.S., requirements.

    8. Further CARL involvement in project ceases unless otherwise informed by BAR.

    Conduct Damage Assessments for violations of Chapter 267.13 and 872.05, F.S.

    1. Arrange a site visit that will include law enforcement officers and land managers.

    2. Perform field reconnaissance including but not limited to the following:

      · Photograph the damage "as is" prior to any further disturbance;
      · Map and label illegal excavation pits;
      · Measure the dimensions (width/diameter x length x depth) of the illegal excavation pits;
      · Bound site, vertically and horizontally, to the extent practicable;
      · Collect sufficient artifact specimens to determine site age and type;
      · Advise land managers on immediate and short-term protective measures.
    3. Determine Archaeological Value, pursuant to Chapter 267.13(4a), Florida Statutes, by computing the cost in the form of an itemized budget based on professional archaeological standards to excavate the volume of soil illegally removed, to determine site boundaries, and to estimate site significance. Budget items should include but not be limited to costs for the following:
      · Preparing a research design
      · Fieldwork
      · Laboratory Work
      · Curation Costs
      · Report Preparation and Distribution
      · Travel Expenses

    5. Determine Commercial Value, pursuant to Chapter 267.13(4b), Florida Statutes, of significant value of monetary artifacts (if applicable).

    6. Determine cost of restoration and repair, pursuant to Chapter 267.13(4c), Florida Statutes, by computing the cost of the emergency repair and restoration work in the form of an itemized budget. Budget items should include but not be limited to costs for the following:

      · Reconstruction of the archaeological resource
      · Stabilization of the archaeological resource
      · Ground contour reconstruction and surface stabilization
      · Research necessary to carry out reconstruction or stabilization
      · Physical barriers or other protective devices necessitated by the disturbance of the archaeological resource to protect it from further disturbance
      · Examination and analysis of the archaeological resource, including recording remaining archaeological information, where necessitated by disturbance, in order to salvage remaining values which cannot be otherwise conserved, including but not limited to cost for the following:
        · Mapping and Recording damage
        · Artifact Analysis and Curation
        · Damage Assessment Report Preparation
        · Miscellaneous Supplies and Materials
        · Travel Expenses
        · Photographs of damage
        · Treatment of human remains through final disposition in accordance with 872, F.S.
        · Preparation of reports relating to any of the activities described in this paragraph
